Dear Friend,
I wanted to give you an update on the status of the redistricting effort and share some recent developments that are very encouraging for us. The initial new boundaries proposed for the old 23rd Congressional District are much more rational than our current infamous and absurd "Ribbon of Shame". Essentially it is about as good as could be hoped for from our perspective and consists of all of San Luis Obispo County, all of Santa Barbara County and a small area of northern Ventura County to pick up a few thousand people. Here is a map of the new proposed district and analysis of how it would have voted in the previous election, it is now the 24th Congressional District:
Visualization and analysis of proposed new district
We would have likely won this district in the last election due to how well we performed relative to our party registration and past challengers, and how poorly Mrs. Capps performed relative to previous elections.
This fact has not gone unnoticed in Washington, D.C. Two groups have already begun running frequent advertisements against Mrs. Capps on TV here locally. The first is the National Republican Congressional Committee (NRCC) which is responsible for winning House seats. Mrs. Capps was the first Democratic representative they have targeted for 2012. Here is a link to watch their TV ad:
In addition to the NRCC, an outside independent group called Crossroads GPS that was started by Karl Rove has named this district as one of their top ten Republican takeover targets for 2012. Here is a link to view their latest advertisement:

This is unusually early to begin a media campaign against an incumbent and is a strong indicator of how vulnerable they believe she is. I do as well. Given these encouraging developments and the probability of significant outside support this coming election, it is obvious that we are very well positioned to win this seat.
I greatly appreciated your generous support during 2010 and that support has paid dividends and put us in great position to win in 2012. All of the time and effort on the last campaign has laid the groundwork for a successful challenge in 2012.
Sincerely,
Tom Watson

WATSON RECEIVES NUMEROUS LAW ENFORCEMENT ENDORSEMENTS
Tom Watson, Republican candidate for Congress, today announced he has received the endorsement of several law enforcement organizations including:
-Police Officers Research Association of California (PORAC)
-Oxnard Police Officers Association
-San Luis Obispo County Deputy Sheriffs Association
-Ventura County Sheriff – Bob Brooks
“These organizations represent the brave men and women in law enforcement across the 23rd Congressional District which are dedicated to professionalism, meeting the needs of the law enforcement community, and promoting better and safer communities.
“I am especially honored to receive the endorsement of PORAC, one of the Nation’s largest law enforcement organizations, because they have traditionally endorsed Democrats. In fact, they have endorsed most of the Democrat ticket for statewide office in 2010. It shows that party lines don’t matter when you put the concerns of the people first,” stated Watson.
